Create the ability to split or merge IP subnets in the IPAM for easier management and assignment of prefixes. Most other IPAMs support this functionality.

Use case
Makes it easier for users who don't know subnetting well to assign a prefix to a customer. Also allows for the combining of two smaller subnets into a larger subnet, or splitting of a larger network into two smaller ones. The current method leaves room for typos and scenarios where a user "forgets" to change the mask on the subnet they are modifying. |
